Pcmc Scam : Objections Raised on 14 Sub-Notes in Commissioner’s Probe Report
- Approval norms allegedly violated in fund reallocations for bill payment
Pimpri : Suspected violations of financial norms have come to light in the Pimpri-Chinchwad Municipal Corporation (PCMC) regarding bill payments made by altering provisions in the revised budget for 2025–26 and the original budget for 2026–27.
An interim report by the inquiry committee, submitted by Municipal Commissioner Dr. Vijay Suryavanshi on April 21, 2026, has been placed before the Standing Committee for further deliberation.
The probe committee was constituted following directives issued during the Standing Committee meeting held on April 8, 2026, and a formal order released on April 9. The panel examined in detail the financial provisions, fund reallocation processes, and the nature of bill payments involved in the case.
According to the report, provisions under Chapter IX of the Maharashtra Municipal Corporation Act—specifically Sections 84(2), 86, 87, and 103—mandate prior approval from the Standing Committee or the General Body for expenditure, fund transfers, or reallocation of budgetary provisions. However, prima facie findings suggest that in certain instances, such approvals were not obtained, and procedural norms may have been bypassed through internal sub-notes.
The committee also reviewed similar cases from the past three years and found that in some instances, decisions were taken at the administrative level without due process, raising concerns over financial discipline and transparency within the civic body.
The interim findings have now been submitted for discussion, and a detailed review is expected in the upcoming Standing Committee meeting. Officials indicated that disciplinary action could follow once the final report is submitted and accountability is fixed.
