PCMC to Levy 100% Premium for Amenity Space on Plots up to 10,000 sq m
- PCMC to Levy 100% Premium for Amenity Space on Plots up to 10,000 sq m
- Dedicated fund proposed for land acquisition; move expected to strengthen infrastructure development
Pimpri-Chinchwad: The Pimpri-Chinchwad Municipal Corporation (PCMC) Standing Committee has approved a significant policy change concerning amenity space while granting development permissions for plots measuring up to 10,000 sq m. Under the proposed mechanism, developers will be required to pay a premium equivalent to 100% of the prevailing Annual Statement of Rates (ASR) of the concerned land instead of providing amenity space, subject to applicable regulations.
The decision, approved at the Standing Committee’s weekly meeting, is aimed at creating a dedicated financial resource for land acquisition and giving a boost to infrastructure development in the city.
As per the decision, the premium collected from developers will be credited under a separate accounting head titled ‘Amenity Space Premium’. The funds will be earmarked specifically for land acquisition and purchase of land through private negotiations.
The proposal will now be forwarded to the Municipal General Body for final approval. The civic administration expects the dedicated fund to reduce the financial pressure on the municipal budget while ensuring that money collected against amenity space is utilised for acquiring land required for public facilities and infrastructure.
Standing Committee Chairman Abhishek Barne said the move would bring greater financial discipline to the land acquisition process and ensure that funds generated through development permissions are channelled towards creating long-term public assets.
BOX | Why the decision matters
- Applicable to plots up to 10,000 sq m, subject to conditions.
- Developers will pay 100% of the prevailing ASR as amenity-space premium.
- A separate ‘Amenity Space Premium’ accounting head will be created.
- Funds will be used exclusively for land acquisition and private land purchases.
- The proposal will be placed before the Municipal General Body for final approval.
- The move is expected to strengthen PCMC’s financial capacity for acquiring land required for public infrastructure and amenities.
Abhishek Barne’s statement “The amount collected as amenity-space premium will be maintained under a separate accounting head and used only for land acquisition or purchase through private negotiations. This will provide the civic body with a dedicated fund and help accelerate infrastructure development while reducing the financial burden on the municipal budget.”
