Ulhas Jagtap’s Appointment as PCMC Secretary Under Scrutiny
Sachin Kalbhor seeks inquiry into recruitment process following Industrial Court ruling
Pimpri-Chinchwad : Social activist and BJP worker Sachin Sudam Kalbhor has demanded a detailed inquiry into the appointment of Ulhas Jagtap as Secretary of the Pimpri-Chinchwad Municipal Corporation (PCMC), citing an Industrial Court ruling that reportedly found the recruitment process involved an unfair labour practice.
In a representation, Kalbhor urged the concerned authorities to examine the legality of Jagtap’s appointment and take appropriate action in accordance with the applicable service rules and the court’s findings.
According to the representation, Industrial Court judge D. M. Patil, in an order dated February 27, 2026, in Case No. 202/2015, declared that an unfair labour practice had been adopted while appointing Jagtap by overlooking Anil Khamkar. The court reportedly directed the civic body to pay Khamkar compensation of ₹50,000, with interest at 10% annually if payment was not made within the stipulated period.
Kalbhor stated that Khamkar had secured 140 marks in the written examination, compared with 118 marks obtained by Jagtap, 120 by Santosh Pawar and 96 by Chandrashekhar Mhaske. He also raised questions about the cancellation of the first recruitment process and alleged changes in eligibility criteria and selection procedures in the subsequent advertisement.
Seeks Probe into Recruitment Records
Kalbhor has demanded scrutiny of both recruitment advertisements, service rules, examination and interview marks, candidate lists and selection committee proceedings. He has also sought clarification on the approval for changes in eligibility criteria and the selection method.
The representation calls for examining the validity of Jagtap’s appointment in light of the court’s findings and taking appropriate legal action if violations are established. It also seeks compliance with the compensation order and a written report on the action taken.
The allegations and demands are based on Kalbhor’s representation. The court order and the civic administration’s response would be necessary to independently establish the full details and legal implications of the case.
