PMRDA Makes Water Availability Certificate Mandatory for Construction Approvals

Developers must submit proof of adequate water supply to obtain building permission and occupancy certificates

PUNE: Developers undertaking construction within the Pune Metropolitan Region Development Authority (PMRDA) limits will now have to submit a certificate from the competent authority confirming water availability. Building permissions and occupancy certificates will not be issued without the required proof, according to a revised circular issued by Metropolitan Commissioner Dr Abhijit Chaudhary.

The revised rules apply to residential, commercial and industrial projects, including residential layouts, bungalows, farmhouses, resorts, hotels and restaurants. The earlier practice of granting permissions based solely on an affidavit has been discontinued.

Developers must obtain a water availability certificate from the relevant authority, depending on the source of supply. These include the Zilla Parishad, Maharashtra Jeevan Pradhikaran, Maharashtra Industrial Development Corporation (MIDC), Pune or Pimpri-Chinchwad municipal corporations, the concerned municipal council or nagar panchayat, and the Water Resources Department.

Projects proposing water supply through wells or borewells must submit certification from the Groundwater Surveys and Development Agency.

Under Rule 12.5 of the Unified Development Control and Promotion Regulations (UDCPR-2020), approval will be granted only after adequate water availability for the proposed project is established. Resorts, hotels, canteens and cafés will also be required to install RO or similar water purification systems.

The revised circular replaces the earlier directive issued on September 2, 2024. The move is expected to improve water supply planning and provide greater assurance to homebuyers.
