The panel examined in detail the financial provisions, fund reallocation processes, and the nature of bill payments involved in the case.<\/p>\n\n\n\n<p>According to the report, provisions under Chapter IX of the Maharashtra Municipal Corporation Act\u2014specifically Sections 84(2), 86, 87, and 103\u2014mandate prior approval from the Standing Committee or the General Body for expenditure, fund transfers, or reallocation of budgetary provisions. However, prima facie findings suggest that in certain instances, such approvals were not obtained, and procedural norms may have been bypassed through internal sub-notes.<\/p>\n\n\n\n<p>The committee also reviewed similar cases from the past three years and found that in some instances, decisions were taken at the administrative level without due process, raising concerns over financial discipline and transparency within the civic body.<\/p>\n\n\n\n<p>The interim findings have now been submitted for discussion, and a detailed review is expected in the upcoming Standing Committee meeting.
